How to determine reasonable executive compensation that complies with Federal Acquisition Regulation (FAR) cost principles remains a challenge for engineering firms doing work for state departments of transportation. The 2010 version of the AASHTO Audit and Accounting Guide recommended the development of a National Compensation Matrix (NCM) as a tool for reviewing the reasonableness of executive compensation.

The new NCM is now ready for publication and use, based on the work of a development team of representatives from AASHTO, ACEC and FHWA. On May 30, ACEC will present a special, in-depth review of the methodology, use and implications of the NCM for firms of all sizes, featuring two of the Councils representatives on the NCM Development Team: Dan Purvine, Vice President of Finance and Accounting, Kimley-Horn and Jim Barton, Business Manager, Simon Wong Engineering.

Participants in this webinar will learn:

  • How the matrix was developed and modified to suit the needs of the A/E industry and state DOT auditors;
  • Step-by-step instructions on how to evaluate compensation using the matrix with significant attention given to strategic business considerations and how the NCM could impact a firms bottom line;
  • How the NCM incorporates recent court decisions interpreting FAR rules for assessing reasonable executive compensation levels, as well as unresolved questions and changes which might be considered in future modifications to the NCM.

     

The NCM may be used by A/E firms to prepare their compensation analysis or as a fallback option for state DOTs in assessing the reasonableness of executive compensation for those firms that have not conducted a compensation analysis in accordance with the Audit Guide.
